This is a temporary ban for up to five years.

On December 5, the law was adopted by the State Duma. The website of the lower house of parliament says that the decision-making procedure for restricting exit will be established by the FSB.

It was noted that the law does not mean an “automatic ban” on exits for ex-officers, the law gives the agency the right to make such a decision.

The authors of the initiative argued that the need for the adoption of the law was caused by "increased incidence of overtly hostile acts and provocations on the part of a number of foreign states against Russia and our citizens abroad."

In January 2018, the head of the Ministry of Internal Affairs of Russia Vladimir Kolokoltsev approved a list of countries where staying on vacation by employees of the department is considered safe.

The list included Azerbaijan, Armenia, Belarus, Vietnam, Kazakhstan, Kyrgyzstan, China, Cuba, Tajikistan, Turkmenistan, Uzbekistan, as well as Abkhazia and South Ossetia.

Later, the list of countries that are recommended to be visited during the vacation by employees of the Ministry of Internal Affairs was expanded: it included Turkey and Thailand.
