The draft law, in particular, involves changing the administrative-territorial structure of Ukraine, introducing a prefect instead of the governor and depriving the city of Kiev of special status.

At the same time, Ukraine retains the status of a unitary state.

“The territorial structure of Ukraine is based on the principles of unitarity, unity and integrity of the state territory, decentralization of power, subsidiarity and ubiquity of local self-government, balance and sustainable socio-economic development of territories, taking into account their historical, economic, environmental, geographical and demographic characteristics, ethnic and cultural traditions ”, The document says.

In addition, it is proposed to use the territorial concept of “community” and create representative and executive bodies of local self-government in the districts.

“Decentralization does not mean weakening central authority in such matters as defense, foreign policy, national security, the rule of law, respect for human rights and freedoms,” the explanatory note says.

The project does not separately mention changes for the areas of Donbass.

On December 13, President of Ukraine Vladimir Zelensky introduced a bill on decentralization of power to the Rada.

The Kremlin noted that this legislative initiative should be analyzed for compliance with the Minsk Agreement and the Steinmeier formula.
