These young boys are educated in the Koranic schools of the country, sometimes beggars. They would be 100,000 according to the NGO which published this Monday morning a report to request strong measures on the part of the authorities. Obstacles to the work of justice, underfunding of child protection associations, inaction by the State: for the organization for the defense of human rights, there is urgency.

First observation underlined by Human Rights Watch: there is always " enormous suffering " experienced by many children in the daaras , the Koranic schools. The report of a hundred pages, declines five measures, which according to the NGO must be taken by the State of Senegal. The authorities' programs are considered " insufficient " and " inconsistent ", the attempts to remove the street children very " superficial ".

Regulating Koranic schools

Example of measures to be taken: first regulate the Koranic schools. All of them evolve in a vague legal environment and in a not very restrictive framework. Also the NGO recommends to the deputies to adopt a law to supervise the establishments.

Strengthening the police and judicial response

We must also speed up and strengthen the police and judicial response to the ill-treatment inflicted by certain Koranic teachers on children. Human Rights Watch welcomes the progress of justice in recent years. But they are far from sufficient. Too often the pressure of religious circles and the influence of the maraboutic circles of Senegal make it possible to stifle business or to mitigate the penalties.
