After two nights of intense negotiations, the 200 or so countries signatory to the Paris Agreement meeting in plenary on Sunday December 15 found only a minimum agreement at the end of COP25 in Madrid.

COP25 stressed during its closing session the "urgent need" to act against global warming, but without reaching an agreement on essential points to respond to the climate emergency and the pressing calls of environmental activists.

After two weeks of difficult negotiations, the UN climate conference organized in Madrid thus failed to find an agreement on the rules of international carbon markets, the last part of the user manual of the Paris Agreement of 2015.
