“Awarded the special rank of Colonel General of the Internal Service to Kobzev Igor Ivanovich,” the document says.
On December 12, the president accepted the resignation of Irkutsk governor Sergei Levchenko. The acting head of the region appointed Igor Kobzev, who served as deputy head of the Ministry of Emergencies.
It is expected that on December 13 Sergey Plenipotentiary Envoy to Siberia will introduce the regional deputies and the Kobzev government.
