The Eurosummit accepted the Italian proposal to modify the conclusions concerning the negotiation on the Mes, the European stability mechanism. According to what has been learned, the change that makes the concept more explicit that the negotiation must continue and not end in January, however, does not change the roadmap that the Eurogroup has given itself for approval, or rather the idea of ​​having a final agreement within the first few months of 2020.

"We encourage the Eurogroup to continue work on the Mes reform package, awaiting national procedures, and to continue to work on all elements of a further strengthening of the Banking Union, on a consensual basis": this is what we read in the conclusions of the Eurosummit. "We encourage work on all these issues to be pursued and we will return to them by June 2020 at the latest", the leaders add.

"Important progress" has been made in the Mes, but "we must continue to work at the level of ministers", said the President of the European Council Charles Michel at the end of the EU summit without indicating any date for the conclusion of the negotiation and the signing of the agreement . "We need to make progress," Michel also said on the banking union and the Eurozone budget. "It's not easy but we have to work for a good agreement".

Prime Minister Giuseppe Conte, in his speech at the Eurosummit, had asked "a modification of point 2 of the conclusions in order to acknowledge that there is still work to be done for the revision of the MES". The change requested by Conte was to insert the passage: "We ask the Eurogroup to continue working on the ESM reform package ...", thus modifying the declaration "We ask the Eurogroup to finalize the technical work regarding the package of reforms ... ".

The Prime Minister, then, questioned in the margins of the European Council on possible new releases from the majority, said that "those who want to work, have the possibility to do it with us until 2023. It can happen that some parliamentarians feel more neglected: I say to all the parliamentarians, attention we are only at the beginning of the work, we have an important time span, we have reforms to offer to the country. Who wants to work to improve the country does it now, here with us ". Do you expect new members of parliament from the majority? "No, absolutely not - says the premier - who wants to work has the possibility to do it with us until 2023".
