“It is possible to recognize the commission as native speakers of the Russian language without passing the aforementioned interview with citizens of the Republic of Belarus and citizens of Ukraine who are fluent in Russian, when personally submitting an application for recognition as native speakers of the Russian language and if there are grounds provided for by Part 1 of Art. 331 Federal Law "On Citizenship of Russia", - is noted in the explanatory note to the document.

At the same time, the amendments note that the common criteria for recognizing foreigners or stateless persons as native speakers, as well as the procedure for developing, using, storing control measuring materials used during an interview commission, will be determined by the Ministry of Internal Affairs in agreement with the Ministry of Education.

Earlier, Deputy Interior Minister Igor Zubov introduced a bill that would abolish interviews for Russian citizenship for fluent Russian-speaking Ukrainians and Belarusians.

As he noted, the initiative will help optimize the admission of Russian citizenship to more than 172 thousand Ukrainians and about 32 thousand Belarusians who permanently reside in Russia on the basis of a residence permit and are entitled to apply for citizenship.
