Last week, Quim Torra was a amortized political actor. This was considered by the Government and the independence forces themselves that, in private, take their disqualification for granted and are already working to replace it. But this Tuesday, Pedro Sánchez decided to rehabilitate the president of the Generalitat, recognizing him again as a valid interlocutor to negotiate the solution to the Catalan "political conflict."

The urgencies of the socialist candidate and the fear that Carles Puigdemont boycotted the investiture negotiation with ERC pushed Sánchez to declare "respect and institutional recognition" to the Generalitat and to include Torra in the round of talks with the regional presidents prior to the investiture .

The acting president thus opened up to talk to Torra again after months refusing to pick up the telephone for supporting violent demonstrations against the 1-O ruling, but the Catalan chief executive is not satisfied. Not even by now.

During the control session held on Wednesday in the Parliament, he already clarified to the PSOE and ERC that the negotiating table that arises from the investor agreement must address the "self-determination", the "amnesty" of the independence prisoners and be supervised by a "mediator international".

Torra puts its conditions

This Thursday Torra added new demands. Sources of the Presidency of the Generalitat clarified that he is not satisfied with a call, which he considers a "sterile and empty gesture", and he asks Sánchez a leading role in the negotiation to "give way to self-determination". "There must be institutional respect, bilaterality and recognition of political subjects. Sanchez must face the conflict with courage and courage," said the same sources.

The spokeswoman of the Government and leader of JxCat, Meritxell Budó , was more precise. He demanded that Sanchez Torra be the first regional president to call, when the intention of the socialist candidate is to first address the lehendakari Iñigo Urkullu, following the "traditional order based on the age of the autonomous statutes." According to that criterion, Torra is in second place, but requires Sánchez to invest the positions with the sole desire to receive differential and privileged treatment.

That "gesture" would be only the beginning, given that the true intention of the president of the Generalitat is to repeat the photograph of the Pedralbes summit. That is, the eventual "bilateral" dialogue between the Generalitat and the State Government to address the "Catalan conflict" is "headed by the two presidents."

Budó also clarified that JxCat will not swallow with a format comparable to the "bilateral commission" State-Generalitat that already addresses sectoral issues related to the transfer of skills or autonomous financing. He ambitions a specific forum, created exclusively to negotiate the celebration of a self-determination referendum.

ERC has admitted Thursday that Sanchez did not decide to recover his dialogue with Torra voluntarily, but forced by the Republicans, who in turn acted under pressure from Carles Puigdemont, always willing to publicly point them out as a "traitor" party to the separatist cause that gives away their Sanchez votes for nothing.

ERC pressures

"We asked the PSOE that it had to respect the Catalan institutions and their top leaders and that a call was needed to the president as a gesture," revealed the spokeswoman for ERC and member of the negotiating team of the investiture, Marta Vilalta . The Republicans presumed to have dragged the socialist candidate to that new assignment at the meeting held in Barcelona.

They sold it as their own triumph, but the truth is that they too have been forced to give prominence to JxCat even though their votes are inconsequential to invest Sanchez.

Not surprisingly, Vilalta confessed that, during the third meeting, they also asked the PSOE that Torra can "lead and lead, when necessary, contacts to build the political path." A petition that amends the position that the Republicans held until a few weeks ago. For sample, the declarations of its national coordinator and vice president of the Government, Pere Aragonès , who had considered the president's participation in the "conflict table" unnecessary.

While Sanchez markets with secessionists to be reelected, independence continues to build illegal ways to complete his rupture project. This Thursday, the Consell per la República - the parallel Government that runs Puigdemont from Waterloo - approved its road map, which aims to "promote the development of a Catalan constitution in the Parliament" and laws "that anticipate what will have to be the legislation of the Catalan Republic ".

If its processing is impossible in the Chamber, the fugitive contemplates approving its constitution through the Constituent Assembly, the extraparliamentary body and without legal protection formed by independentista charges that met for the first time in October.
