The corresponding document is published in the electronic database of the State Duma.

As indicated in the explanatory note to the document, the initiative is aimed at creating and developing mechanisms for the introduction and use of electronic documents, preparing proposals for amending the legislation of the country.

It is noted that employers and workers will participate in the experiment on a voluntary basis.

The functions of the employer will include determining the list of electronic documents, maintaining them through their own information system or the electronic service of the information-analytical system “All-Russian vacancy database“ Work in Russia ”.

The project also obliges employers to issue electronic documents at the request of the employee within three working days, duplication of documents on paper is not expected.

It is clarified that the participation of budgetary organizations in the experiment "will be determined by the presence or absence of sources of funding", the methodological support of the experiment is assigned to the Ministry of Labor.

On December 3, the State Duma adopted a law introducing electronic labor books in Russia in 2020.

The first deputy head of the United Russia faction, State Duma deputy Andrei Isaev, in an interview with the FAN, praised this decision.
