The explanatory note to the bill notes that it was developed in connection with the growing popularity of using vapes and hookahs among children and young people.
In particular, the bill proposes to introduce definitions of the concepts “electronic smoking product” and “hookah”.

The first deputy chairman of the committee on education and science of the State Duma, Gennady Onishchenko, in an interview with Nation News also commented on the proposal to let airports into the smoking rooms for money.
