“According to the conclusion of a stationary complex psychological and psychiatric forensic examination, Karabalaev at the time of the commission of the alleged offense suffered from a chronic mental disorder, in connection with which he could not realize the factual nature and social danger of his actions and direct them,” the SC said.

It is noted that the criminal case was transferred to the Prosecutor General’s Office with a resolution on sending the case to court for the application of a coercive medical measure.

Earlier it became known that the Investigative Committee completed the investigation of the attack on the house of the head of the Central Election Commission, Ella Pamfilova.

The incident occurred on the night of September 6. Bakhyt Karabalaev sneaked into Pamfilova’s house in the Moscow region and several times hit her with a stun gun.

The head of the CEC said that she began to “hammer with all her might” the attacker and “use a very loud voice to swear at him,” and in the end he ran away.

Karabalaev pleaded guilty. According to him, he chose a random house for the crime and did not know anything about its owners.
