The Prime Minister unveiled on Wednesday (December 11th) his pension reform and the compromises to which the executive is ready to try to calm the anger, during a seventh day of social mobilization.

Prime Minister Édouard Philippe spoke to the Economic, Social and Environmental Council (EESC) to present the " architecture " of pension reform. This aims to melt the 42 current pension plans ( special , civil servants, private employees, liberals, artisans, farmers ...) into one universal point system.

A universal point diet with a golden rule

It will be a " system points and not quarter: every hour worked will open rights, assured Édouard Philippe. We are committed to ensuring that the value of the point is not fixed on the eve, at the mercy of budgetary difficulties. We will ask the social partners to determine its value and its evolution. The law will provide a golden rule so that the value of acquired points can not fall. It will go further by providing for progressive indexing not on prices but on wages. "

Minimum old age at 1000 euros per month

" We guarantee a minimum pension of 1000 euros net per month for a full career in the SMIC. This is, said the Prime Minister " a conquest for farmers and artisans. "

The legal retirement age remains at 62, with an age of equilibrium at age 64 and a bonus-penalty system

For Édouard Philippe, " the only solution [to save the pension system] is to work a little longer, as is the case everywhere in Europe, and around the world. We will maintain the statutory retirement age at age 62. Without forcing them, we will have to encourage the French to work longer. The reform will "establish above the legal age an age of equilibrium with a system of bonus-malus. The age of equilibrium, set at 64, will come into effect in 2027. 64 years is the average age at which employees will retire in 5 years. This date is already a reasonable horizon for most French people. "

" People who started working early, before the age of 20, can continue to leave two years before the others. The future system will also take into account those who, for situations of disability, can not work like the others. People in skilled trades may leave two years earlier than others. The hardship account will be open to public service, including hospitals. "

5% increase from the first child, 2 % extra per large family.

The reform will grant a " increase of 5% per child from the first child. We will improve the reversals system. If we commit ourselves to an age of equilibrium, we will be able to lower the 67-year-old age limit, so that women with staggered careers can leave earlier, full-time. 80,000 women every year are forced to wait 67 years to wind up their retirement.
