Almost unanimously, the National Assembly gave its final green light Wednesday to the proposed law on domestic violence, including setting up the anti-rapprochement bracelet for spouses and former violent spouses.

The Senate has yet to vote next Wednesday for it to be finally adopted by Parliament. At the Assembly, 92 of the 95 deputies present in the Chamber voted for, except the three rebellious who preferred to abstain by judging the text not up to the level of this "systemic" violence, explained Clementine Autain.

With this text, "we generalize the anti-rapprochement bracelet after a too long hesitation. (...) It is a solid advance, it will save lives," said Aurélien Pradié (LR), who defended him.

This bracelet exists especially in Spain where feminicides have decreased significantly. It makes it possible to geolocate and keep away spouses or violent ex-spouses by triggering a signal.

Subject to the consent of the abusive spouse, it may be implemented "as a penalty or before any criminal judgment in the context of a judicial review, or without any complaint, in the civil context of a protection order ", explained the custody of the seals Nicole Belloubet to the Assembly.

The launch of the first 1,000 bracelets is between 5 and 6 million euros.

"The funding has been anticipated, we have provisioned six million euros. (...) This is an estimated cost because the market has not been passed yet," said Belloubet, while Aurélien Pradié had considered "unjustifiable" the lack of financial guarantees.

The text also wants to make the protection orders more effective and breathe new life into the "serious danger" phone. Deputies and senators have completed it by adding the suspension of right of the exercise of parental authority in case of crime or prosecution for crime of a parent on his spouse.

By defending this text as early as October, LR will have succeeded in a political coup and quickly gained the majority, mobilized on the Grenelle of domestic violence, completed on November 25th.

Aurélien Pradié did not fail to scratch the Secretary of State for Gender Equality Marlène Schiappa with whom "he has not had any contact".

At the end of November, LREM elected their own bill to "go further" and "take back the proposals of the Grenelle". In 2018, 121 women were killed by their spouses or former spouses according to the Ministry of the Interior.
