The School Inspectorate considers that the school has not succeeded in taking the measures that have been required after supervision and follow-up visits. The maladministration is serious and has existed for a long time, and new deficiencies have also emerged during the investigation period.

This is a summary of the shortcomings that the School Inspectorate writes in its 26 pages long decision.

• Deficiencies in the main crew

The school cannot account for how certain parts of the business are conducted, which is fundamental to being able to fulfill its responsibilities as principal. The School Inspectorate has also identified a number of circumstances which are of a serious nature and which disrupt the confidence that the school can operate within the school system. The Rector does not have any insight into the legislation that applies to grading and special support.

Examples of shortcomings in the principal are that the students have not been taught the subject of craft and parts of the central content of the subject of chemistry. Schedules change frequently, at short notice and students do not always know what subject they are being taught.

• Deficiencies with adjustments and special support

The principal has repeatedly failed to ensure that an investigation is made when a teacher reports that a student may be in need of special support. Students who have the need have not received it in the way and to the extent needed to enable the student to achieve the knowledge requirements in each subject. The shortcomings are such that they seriously hinder the conditions for the students to achieve the goals of the education.

In many cases, the documentation of action programs that form the basis for investigations into special support is deficient and questionable. There are incorrect dates, missing and incomplete dates that are not related.

• Shortcomings in grading

Decisions on grades are not documented in accordance with the requirements of the regulations. It appears that teachers in charge of teaching a subject did not sign the grades and that the principal signed despite the fact that another legitimate teacher alone had the responsibility to do so.

The rating catalog has not been protected against unlawful change and the authenticity of the document over time cannot be guaranteed. The rating catalog has been prepared in several different versions and already signed and decided grades have been changed.

The teachers' information that the principal should have influenced the grading is very serious.

• Economical conditions

The School Inspectorate considers that MTH Education does not have the financial conditions to comply with the regulations that apply to the business. The fact that the share capital is consumed means that the school's debt is greater than the assets. There is an obvious risk that they do not have the financial resources required to pay their debts.

The investigation also shows that the school has lost a large number of students.

• Unstructured teaching

The School Inspectorate's investigation shows that the students do not always receive the help and support they need from their teachers and that there are some teachers at the school who cannot explain how they understand the teaching. This applies to several subjects. Even the lesson observations conducted by the School Inspectorate show that in some cases there is no active teacher support and that the teaching is unstructured.

The school has not been able to explain to the School Inspectorate what the teacher staffing looks like. With such unclear tasks, it is difficult to make a secure calculation of what the teacher density and teacher qualifications really look like at school.
