Today at 9 in the morning of Washington -3 in the afternoon Spanish peninsular time- there can be a historic moment, which has only happened three times since the US exists: the Justice Committee of the United States House of Representatives will announce the charges against President Donald Trump. This opens the first phase of the process of dismissal of the head of State and the Government of the first world power, although there is the certainty that there will be no votes in the Senate to kick Trump and make the vice president, Mike Pence, replace him .

What is going to be done today is the presentation of the so-called 'impeachment articles' against Trump. These will be at least two, according to the US media: abuse of power and obstruction of Congress .

The reason is the attempt, by Trump and several of his advisors, to force the Government of Ukraine to announce the opening of an investigation of the activities carried out in that country by Hunter Biden, the son of the main Democratic presidential candidate, Joe Biden . Trump ordered to suspend the shipment of anti-tank missiles to Ukraine until that country did not meet its requirements. It is an important measure for the Kiev Government because since 2014 Ukraine is in an undeclared war with Russia. Precisely this morning both countries have reached a ceasefire.

Trump and his advisors - among them, several members of his cabinet, such as the then Secretary of Energy, Rick Perry, who has had to resign because of the scandal - were not interested in an investigation into Hunter Biden but, only, that Ukraine Make that investigation public. The objective, therefore, was to harm Joe Biden to the fullest. There is no evidence or clue that Hunter Biden committed a crime of any kind in his term as a member of the board of directors of the gas company Burisma, although it seems clear that he achieved the position thanks to his last name. The role of Biden's son in Burisma is what Trump tried to use against the candidate.

The other charge is obstruction of Congress, and is based on the White House's decision to prohibit the appearance of members of Trump's cabinet at the investigation sessions conducted by the House of Representatives Intelligence Committee and on the refusal to deliver relevant documents of the case. According to the Democratic opposition, that obstructionism "is unprecedented in US history."

From US media reports it follows that Democrats are not going to press charges against Trump for obstruction of Justice raised by special prosecutor Robert Mueller in his investigation of the "Russian plot", a different scandal about Russian interference in in favor of Donald Trump in the 2016 elections, which gave him the presidency.

Once the charges have been presented to the Justice Committee, they go to the House of Representatives, which decides by vote if they approve them . That seems already decided, since the House is controlled by the Democratic opposition. That ends the impeachment . It is the equivalent of a formal complaint in a court of law. The Chamber will vote on this next week.

Hence, the process passes to the Senate in January. There the so-called 'political trial' will be held, formally a full-fledged court, with prosecution and defense lawyers - that is, Trump's - and chaired by the president of the Supreme Court, John Roberts. The Senate is expected to vote the impeachment in January or February. But the result is taken for granted: given that Republicans control that chamber, Trump's dismissal will be rejected.

In US History there have only been two presidents who have been subjected to an impeachment: Andrew Johnson, in 1868, and Bill Clinton, in 1998. Neither of them was dismissed by the Senate, although in Johnson's case he was only He missed a vote to go home. Now, everything seems to indicate that Donald Trump will be the third to suffer an impeachment successfully. Richard Nixon resigned from the Presidency in 1974, just after the impeachment charges against him for abuse of power, obstruction of justice, and rebellion against Congress were filed.
