The electoral "pucherazo" in Bolivia is of such caliber that the Organization of American States (OAS) has confirmed in its final report 12 "malicious actions" and 13 "serious irregularities" to manipulate in favor of Evo Morales the result of the general elections from October 20. The audit of the international organization, which the indigenous leader himself requested from Luis Almagro, secretary general of the OAS, will be the main base of the State Prosecutor's Office in the judicial process that is being pursued against the Government of Evo.

The fraud closely resembles those carried out by the Bolivarian revolution in Venezuela. But it also introduces a novelty that seems out of a hacker movie: the OAS discovered a "hidden computing structure parallel to the official count ... that allowed data manipulation, impersonation of proceedings or any maneuver, facilitated by volatility of digital evidence. "

For this, they had a black hand, whose identity does not appear in the report, and with the collusion and "bias" of the members of the Supreme Electoral Tribunal (TSE), some of them already behind bars. The members "allowed the flow of information to be monitored to external servers, destroying all confidence in the electoral process."

"The final report of the OAS confirms the most scandalous electoral fraud in the democratic era in Bolivia, led by a president who violated all the principles of democracy and the Constitution. This infamy can never be allowed and those responsible must be punished." cried the "defeated" candidate Carlos Mesa. Prior to this pucherazo, Morales used the judicial powers to appear for the third and fourth time (the Constitution only allows twice) and to ignore the voice of the people in 2016, after falling defeated in the referendum with which he intended to eternalize in the power.

The goal of such a setup was for Morales to continue in power until 2025 without having to go through a second round in a divided country. The overwhelming OAS investigation thus denies the defense of Evo undertaken by its continental allies, who present him as the victim of an old-fashioned coup d'etat and the supposed racism against the indigenous, forgetting that the Aymara leader presided over Bolivia for 14 years.

The scandal caused by the preliminary progress of the OAS report, published on the morning of November 10, added to the popular rebellion unleashed from the first day by the imposition of Morales as president. The police uprising, initiated in Cochabamba 48 hours before but pushed from the streets, also struck against the indigenous revolution. In a few hours that are already in the recent history of the Andean country, several Evo collaborators resigned from their posts, showing a political weakness that collapsed with the "suggestion" of resignation of their army chief, General Williams Kaliman.

"The Bolivian people hope that this report will serve to demonstrate to the whole world that the cause of the problems in Bolivia was not a coup or some kind of maneuver against a president of indigenous origin, but the main cause is fraud, not having respected what that expressed the polls, "says historian Lupe Cajías to EL MUNDO.

"This manipulation has been done in a sophisticated way but also very crude, because new technologies have been used to change the results of the minutes, dump them, but incredible mistakes have also been made, such as the finding of minutes in dumps, the transfer of electoral material to private houses. Voters were also transferred in the north of the country and at the last moment to other schools. The behavior of consuls and the Bolivian embassy in Argentina is about to be investigated. A very large manipulation, "culminates the also political analyst.

The report highlights the changes in the results of the minutes with the falsification of the signatures of the panel jurors. It is impossible to measure how far the number of fraudulent votes goes, but, only with the partial sampling carried out by the OAS, the MAS candidacy fattened enough votes so that Evo did not pass to the second round. The OAS dissected polling stations in 47 municipalities of La Paz, Santa Cruz, Cochabamba, Potosí and Oruro.

"There is a growing suspicion that the fraud was done in a very sophisticated way not only on October 20, but also on previous occasions. What was a rumor in the 2016 referendum, that the victory of no (51%) was more forceful, it begins to gain more strength and is related to the result of other partial elections to elect members of the Judiciary, where the popular rejection against the candidates of Evo Morales was very forceful, "says Cajías.
