“It establishes the foundations of state regulation in the field of ensuring biological safety in Russia and defines a set of measures aimed at protecting the population and protecting the environment from the effects of dangerous biological factors, at preventing biological threats (dangers), creating and developing a system for monitoring biological risks,” it follows from the bill.

The authors of the initiative note that the law is necessary in conditions of "growing biological threats of various kinds."

In particular, the bill provides for the development by the federal, regional and municipal authorities of a policy in the field of biological safety of the country, including the organization of a base of pathogenic microorganisms and viruses, as well as monitoring of biological risks.

Earlier it was reported that the countries of the Collective Security Treaty Organization plan to conduct joint exercises at chemical or nuclear facilities in 2020.
