The candidate for lehendakari from Podemos and Basque parliamentarian Pili Zabala has supported with her vote a political declaration promoted by PNV and EH Bildu in which the "exercise of the right to decide" in Euskadi is claimed. Zabala had advanced to his companions this unmarking that occurs when the formation of Pablo Iglesias in Euskadi is supporting a proposal for a new Statute in which this sweetened denomination of the "right of self-determination" forms part as an Additional Provision.

PNV and EH Bildu have returned to vote together in a parliamentary initiative with which they have laid down an initial proposal of the Basque Socialist Party in which the importance of the Gernika Statute was defended. The two nationalist parties have imposed their majority in the Basque Chamber (46 parliamentarians of 75) and have met with the complementary support of Pili Zabala, the candidate of Elkarrekin Podemos a lehendakari in the 2016 regional elections. With her vote, PNV and EH Bildu have been reinforced mostly against PP and PSE-EE who have opposed. The leader of Elkarrekin Podemos Lander Martínez had defended his own text and mandated that his group refrain from a declaration whose relevance has multiplied as a thermometer to measure the intention of the nationalist parties to carry out their sovereign claims.

An unresolved question in the parliamentary debate that PSE-EE spokesman Josean Pastor has come to describe as "theater" among nationalist spokesmen Joseba Egibar and Maddalen Iriarte . The two have ratified a commitment to the right to decide and the imposition from Euskadi to the rest of Spain of a "new relational model with the State, based on equality, bilaterality and the pact" that constitutionalist formations such as the PSE-EE and the Basque PP considered unconstitutional. Among the parliamentarians who have endorsed the demand for the right to decide is the lehendakari Iñigo Urkullu.

The socialists have opened the doors to the PNV to a reform of the Constitution to turn Spain into a federal state and the socialist Josean Pastor has reminded him of the "historical responsibility" of supporting a government [for Sánchez's] with "territorial sensitivity ". "They want to lead us to de facto independence," parliamentarian Borja Sémper denounced during the debate and denounced that the proposed new Statute that last a group of experts intends to "empty the presence of Spain in the Basque Country".
