  • Investigation: The National Court reviews TV3 contracts in the '3% case'

The Tax Agency has discovered that the plotter of the plot to illegally finance the Democratic Convergence of Catalonia ( CDC ) with public funds from TV3 took almost three million euros in cash from its accounts in recent years.

Diego Garzón Uribe withdrew this money only in one of its screen companies, Interiorismo y Reformas Profesionales, SL , to which the money came from Catalan public television by issuing false invoices for non-existent services to one of the most important producers of the channel , Triacom Audiovisual .

The Court of Instruction number 5 of the National Court that instructs the case 3% has incorporated into the cause the investigations that are followed in relation to these societies in the Criminal Court number 23 of Barcelona .

All this after a businessman, Joan Manuel Parra , contributed a recording with Germà Gordó , former right-hand man of former Catalan President Artur Mas, in which he was required to collect his audiovisual works for the match corresponding to the 2010 campaign through a corporate network connected to TV3.

"Professional Testaferro"

The Central Anti-Corruption Unit of the Mossos d'Esquadra has made available to Judge José de la Mata an extensive report, to which EL MUNDO has had access, in which it is concluded that the cash withdrawal operation carried out by part of the businessman Garzón, whom he considers a "professional figurehead" who has managed to manage about thirty companies, had the purpose of "generating black money for the payment of illegal commissions" to senior positions of the nationalist party.

In this sense, he emphasizes that his company Interiorismo y Reformas, SL "did not have the human or material means to cope with the work for which he invoiced" and that he was limited, being "octogenarian", to issue the fictitious receipts, take out Cash and receive a commission for their services. The Treasury has informed the National Court, after confirming the falsity of the invoices issued by these companies, which warns the commission of a crime against the Public Treasury.

For this reason, he will accuse, through the State Advocacy , Garta , the owner of Triacom and former TV3 manager, Oriol Carbó , who is already charged by the National Court, as well as the complainant Parra himself, who has decided to collaborate with Justice and help unravel the plot of irregular financing of nationalists.

The network detected had a first phase in which another instrumental company, Enginyeria Inalba, SL , officially assigned to the "consultancy dedicated to the realization of engineering and architecture studies and projects", issued a first batch of false invoices to the TV3 producer for non-existent works related to El Gran Dictat and Fish and Chips programs .

The 'modus operandi'

Once the first receipts were collected by this company, the Garta frontman issued a new consignment of false invoices to the company acting as an intermediary. Investigators have detected that paradoxically "regardless of the date of the invoice, payments to Interior Design by Enginyeria Inalba are always made immediately to the Triacom collection, on the same date or at a very close" and "for amounts almost identical. "

"The payments are made for each invoice to several accounts and from there they are withdrawn in the following days," adds the police report. This mechanic, whose real dimension is currently being investigated, served to pay bribes to the former president of the Delegation of Lleida , Joan Reñé , who was arrested and was forced to resign in October 2018 while he was occupying the position in representation of the PDeCAT.

The Mossos d'Esquadra maintain that Reñé received bribes through this network "as compensation for the works that he awarded to the corrupt companies" and stress that "the strong personal and political ties" that he maintains with "Germà Gordó, alleged brain of the convergent and presumable political controller of 3%. "

In just a couple of years, in 2013 and 2014, Triacom diverted half a million to the companies that issued fake invoices in order to generate black money for CDC and its leaders.
