The Minister of Defense , Margarita Robles, will assume the powers of the Ministry of Foreign Affairs on a temporary basis until there is an investiture and a new Government with full powers.

Josep Borrell will take office on Sunday, December 1 as the high representative of the European Union for Foreign Policy . This Friday, he is scheduled to attend his last Council of Ministers . On Saturday, it will be temporarily relieved by Robles, as this newspaper has been able to confirm in government sources.

Pedro Sánchez cannot appoint a new minister to occupy Borrell's portfolio as the Executive is in office, so it must be another member of the cabinet that assumes Foreign .

So far, several alternatives had been considered, such as the President of the Government himself who assumed the foreign portfolio. However, the long time that the Acting Executive can still spend has made it advisable for Margarita Robles to become the head of Spanish diplomacy on an interim basis. In fact, it is very possible that the investiture debate will not be convened until the beginning of 2020. The Ministry of Foreign Affairs is very sensitive and cannot be long without a headline who can devote himself to it fully.

Margarita Robles will now have to make her new position compatible with that of the Minister of Defense. The head of Agriculture , Luis Planas, already assumed a similar role when he was appointed Minister of Territorial Policy when Meritxell Batet was elected president of the Congress.
