When the environmental manager in Kungsbacka left his assignment in 2018, a consultant was appointed as a substitute during the recruitment. But the work of finding a new environmental manager took off at the time.

Got the assignment extended four times

The consultant got his assignment extended on four occasions and the assignment later also included a managerial service for the building management.

In total, the consultant's purchase cost almost SEK 2 million. Since the assignment was not advertised, the Swedish Competition Authority considers it an unauthorized direct procurement. The authority now wants the administrative court to decide that Kungsbacka municipality will pay SEK 140,000 in procurement damages.

- We ended up in the situation without our own fault. No good candidates were found. The municipality has judged that there were special reasons, as it is called in the legislative text, says Kungsbacka's municipal lawyer Anna Rehnberg.
