The Ministry of Human Resources and Emiratisation signed memorandums of understanding with the executive councils in Abu Dhabi, Dubai, Sharjah, Ajman, Ras Al Khaimah and Fujairah, with the aim of defining the complementary roles and responsibilities shared between the federal and local governments, in the framework of achieving the objectives of the new decisions package in support of Emiratisation.

Al-Hamli stressed that the Emiratisation file comes as one of the national priorities, as a result of the leadership's awareness of the needs of the people of the country, and its keenness to meet their aspirations and needs according to an insightful vision, aiming at achieving comprehensive human development and empowering citizens in jobs that constitute added value in the national economy. Strategic economic sectors that support the competitive knowledge economy efficiently and competently, and thus actively participate in the process of sustainable development in the State.

He added that the MoUs establish a strategic partnership and a strong start to the resettlement file, under the supervision of the committee to follow up the implementation of the decisions of the new season, chaired by His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, in coordination and cooperation between the Ministry of Human Resources and Emiratisation and local government agencies.

He pointed out that the memorandums embody the principle of complementarity of roles, which is one of the most important pillars in support of the implementation of Emiratization resolutions, which created an integrated and unprecedented system of resettlement, in terms of compulsory, employment and training of citizens, in light of the amendment of some legislation, and provide government financial support, and the establishment of privileges to motivate institutions to Attract citizens, as well as accountability.

The Ministry of Human Resources and Emiratisation will cooperate with the executive councils in following up the implementation of Emiratisation decisions at the local level, in which all government establishments and the private sector are obliged to give priority to appointing citizens in 160 professions, and follow up the governmental and semi-governmental bodies on the localization of support services jobs, through Increase Emiratization rates by 10% annually, reaching at least 50% within five years, according to the Emiratization targets.

The memorandums also provided for coordination and cooperation, in accordance with the roles and responsibilities in following up the obligation of local government and semi-government companies, and private sector establishments not registered with the Ministry of Human Resources and Emiratisation, to implement the provisions of Emiratisation decisions, in terms of training graduates of nationals, as well as following up on the obligation of companies and enterprises referred to. It shall pay the required contribution to the National Human Resources Development Fund, in case these entities do not comply with the Emiratisation system.

According to the memorandums, the Ministry and the executive councils will cooperate in preparing the list of the best local authorities that achieve the required Emiratization targets and ratios, and propose incentives to be granted to these authorities, as well as in the preparation of periodic reports to be submitted to the Council of Ministers, regarding the scope of localization at the local level.

The MoUs stipulated the cooperation and coordination between the Ministry, the executive councils and the federal authorities concerned with the strategic economic sectors aimed at raising the Emiratization rates, in order to ensure that the local establishments affiliated to those sectors achieve the required rates.

It is scheduled to form joint task forces to follow up the implementation of the Emiratisation resolutions referred to, and submit the results periodically to the Emiratisation Committee, which is chaired by the Ministry of Human Resources and Emiratisation, and includes members of the executive councils of the UAE.
