“To approve the attached concept of implementing a state policy to counteract the consumption of tobacco and other nicotine-containing in Russia for the period up to 2035 and the future,” the document says.

According to the concept, by 2025 the number of smokers among the adult population should decrease to 26%, by 2030 - to 23.5%, by 2035 - to 21%.

At the same time, retail sales of cigarettes and cigarettes per capita should reach 1 thousand by 2035.

Responsible for coordinating the implementation of the concept is the Ministry of Health of Russia.

On October 14, Veronika Skvortsova, the head of the Ministry of Health, said that a new draft concept for implementing a state policy on combating tobacco consumption was submitted to the government.

She also said that the department "is developing new proposals to protect Russians from exposure to tobacco smoke."
