November 22, 2019 "The network represents an extraordinary space of freedom for communicative exchanges of the most varied nature, a space that allows the exercise of fundamental rights that contribute to defining and qualifying citizenship. The network must be considered a common good. But not it can absolutely be considered as a sort of immense free zone: it is essential, on the contrary, that a virtuous circle is established between protection of rights, use of the network, social inclusion and economic growth, through the strengthening of the necessary legal and institutional guarantees " .

"Internet must be governed"
Thus said Prime Minister Giuseppe Conte, speaking at the inauguration of the Academic Year of the High School of Police. "Virtual space - he added - precisely because it has no boundaries, must not, therefore, remain a space extraneous to the rules and impenetrable by the juridical order. Without rules, freedom is not protected, the law of the stronger. Self-regulation is not enough, the Internet must be governed, not along the unacceptable path of control, the expropriation of operators or worse still censorship, but rather the correct and responsible way of rules and guarantees, with which to properly balance two primary values: security and personal freedom, of which - in this context - the confidentiality of personal data is corollary ".
