The Investigative Committee of the Russian Federation for the Chelyabinsk Region has begun checking employees of social services and guardianship of the city of Ust-Katav. Earlier it became known that a woman lived in the city for more than 10 years not letting her children out of the house.

“In the morning of November 7, 2019, in the private house of the city of Ust-Katav, during the fire fighting, the operational services officers found the body of a 55-year-old local resident,” the IC said. “On the eve of what happened, three children left the deceased: two daughters and a son aged 11 to 20, whom she kept for a long time in the household, restricting them to visiting educational institutions, healthcare institutions, and communicating with the outside world.”

According to the investigation, the employees of social services and guardianship authorities did not properly control the living conditions and upbringing of their children by their mother, - said the UK.

“At present, investigative actions are being conducted aimed at identifying the persons involved in the commission of the crime, the circumstances of the incident,” the UK noted.

No strangers were allowed in

According to local media, Dina Azizova, a resident of the city of Ust-Katav, kept her children locked up for 11 years. As the eldest daughter of Azizova Darina said, her mother took her documents from school when she finished second grade. She told the teachers that the family was moving to Ufa, but in fact she stayed in Ust-Katav, just changed her house.

After the move, according to the girl, none of the children left the yard. It was reported that cameras were installed around the perimeter of the site, which allowed Dina Azizova to constantly monitor the movements of children.

At the same time, Darina Azizova managed to secretly use the phone and access the Internet. On the eve of the escape, she quarreled with her mother. Seizing the moment when Dina Azizova left for the city, her daughter called a friend in the city and asked for a taxi.

“They simply didn’t mentally withstand constantly sitting at home and waiting for her to catch with the phone,” she told the media.

The neighbors recall that they saw children playing on the site, but when asked why they were not visible in the city, Dina Azizova replied that she herself knew how to raise children.

There were no strangers at home, not even doctors. If one of the children became ill, the mother herself brought the medicine.

It was reported that the father also lived with the children. He left Ust-Katav only two years ago and went to work in the Kurgan region. Since then, he did not appear at home, but he sent money home.

Dina Azizova also has a daughter from her first marriage, who lives in another city. According to her, she was not aware of the situation, although she called home every day. Her mother informed her that Dina had already entered a university in another city, and that younger children went to school, studied well and attended classes.

The first deputy governor of the Chelyabinsk region, Irina Gekht, told RT that, in her opinion, the blame lies not only with the employees of social services and guardianship authorities in respect of whom a criminal case has been opened.

“This is a flaw in absolutely all prevention systems. Claims must be presented to absolutely all structures that participated. This is the health system that patronized the children, the education system that simply lost the children. There are questions to the police, which should regularly conduct a round of the population. And, of course, social protection is to blame - my mother received child benefits for a while, and then she stopped receiving them, but no one attached any importance to this, ”she said.

According to the deputy governor, conclusions have already been drawn from the situation. “We examined this case, updated the interagency interaction algorithms so that from now on this situation would not be repeated, so that the children would not go unnoticed,” she said.

As noted by Irina Geht, the situation has been going on for so long that documents at school can no longer be found. “At the initial stage, the situation was missed, and then no one paid attention. There are questions for everyone, ”she emphasized.

The Ministry of Social Relations of the Chelyabinsk region declined to comment.
