The Russian Ministry of Health has postponed the introduction of a new procedure for passing a medical examination for drivers, which would lead to higher prices for medical certificates. This was announced in his Telegram channel by the deputy head of the department Oleg Salagai.

“Taking into account the concerns of citizens, the Minister of Health of the Russian Federation Veronika Skvortsova decided to postpone the entry into force of the order on a new medical examination procedure for drivers. The relevant order has already been signed by the Minister and sent to state registration, ”he wrote.

According to him, the Ministry of Health will conduct an additional analysis of the methods used for medical examination, "in order to ensure their effectiveness with adequate pricing in the regions."

Later, a new date for the entry into force of the changes was announced - July 1, 2020.

The situation with the cost of medical certificates was also assessed by Russian President Vladimir Putin. On Thursday, November 21, the head of state participated in the opening ceremony of the Moscow central diameters, becoming one of the first passengers on the Oriole train, which drove several stations from the Belorussky railway station. The company was composed of the Russian leader by Moscow Mayor Sergei Sobyanin, Moscow Region Governor Andrei Vorobyov, Russian Railways Head Oleg Belozerov and Russian Transport Minister Yevgeny Dietrich. “We have a minimum wage - the minimum wage - 11,280 rubles, 3 million 200 thousand people get such a salary. Moreover, employers often, unfortunately, break the law and pay less ... Five thousand if you need to pay for this certificate - do you need to give half the salary to a person? And go through all instances, coordinate everything. The Ministry of Labor should at least have to see what it is, ”Putin said.

According to the head of state, he learned about it from the media, and called the innovation "some kind of nonsense."

“It is clear that we need to conduct additional examinations related, unfortunately, to the use of narcotic drugs - this is understandable, this is the safety of millions of people on the roads. Well, it’s necessary to introduce it somehow wisely, at least in stages, ”stated the President of Russia.

The day before, Russian media reported that in several cities large queues had formed for medical examinations. This situation was associated with the fact that on November 22, an order of the Ministry of Health came into force, which amends the rules for passing a medical examination.

According to innovations, the passage of the medical commission will provide for mandatory tests to detect chronic alcoholism and a laboratory test for the presence of narcotic and psychoactive substances in the body. In this regard, a significant increase in the price of medical certificates for the traffic police was recorded.

Media reported that in many regions of Russia, vehicle owners complained about the new rules.

Queues were observed in many cities, while in the Belgorod region even “lucky tickets” were played for free medical examination.

“We discredit the absolutely correct and necessary thing”

Note that with a request to suspend the order of the Ministry of Health, the Prime Minister of Russia Dmitry Medvedev was approached by the head of the State Duma committee on labor and social policy Yaroslav Nilov and vice speaker Igor Lebedev. In their appeal, they, in particular, indicated the insufficient infrastructure readiness of medical facilities.

In turn, a member of the State Duma committee on transport and construction, Vladimir Sinyagovsky, positively assessed the step taken by the Ministry of Health to postpone the entry into force of a new medical examination procedure for drivers. According to him, the order "must be finalized and put up for discussion by experts."

“From the point of view of the main goal, of course, these innovations must be introduced, on the other hand, these innovations must be introduced so as not to cause discontent among people. As we often do, the goal is correct, and the execution is completely wrong. Unfortunately, with this execution we discredit the absolutely correct and necessary thing, ”RIA Novosti quoted Boris Mendelevich, member of the State Duma Committee on Health Protection, psychiatrist-narcologist.
