The SPD wants to introduce in Germany a new system of basic security for children. The central part of this is to be a new child benefit of at least 250 euros per child, which should bundle several previous benefits for families, such as child benefit, child supplement and Hartz IV for children.

The consideration is part of a 16-page concept that became known on Wednesday, which will be discussed by the party executive committee next Monday and will be decided by the SPD party convention at the beginning of December. "We want to become the most child-friendly country in Europe," says the paper. Every fifth child in Germany is affected by poverty today. Outlines of the plans are already described in the SPD concept for a new welfare state of February.

Greens, leftists and several social organizations also support general child protection. The Union, on the other hand, rejects such a system. Acting party leader Malu Dreyer told the newspapers of the Funke media group: "The expectation that we can do everything one to one in this coalition would be out of touch with reality."

New child allowance

The SPD concept has two pillars; the new child allowance is one of them. It is intended to replace the previous child allowance, the child supplement, the children's sets of basic security and parts of the education and participation package, from which children can, for example, receive money for school lunches, transport to school or learning materials.

It should be graduated according to income of the parents and age of the children. Everyone should receive 250 euros per child per month, but low-income families are entitled to a higher amount. A maximum of € 400 is reserved for children up to the age of six, a maximum of € 458 for ages 6 to 13 and a maximum of € 478 for children over the age of 14. If the income of the parents rises above the value that the family needs for their immediate livelihood, the maximum amount is also reduced - by 35 euros for every 100 euros that parents earn extra.

There should also be some change in the child allowances: The share of care, education and training should be reduced, and the tax advantage of the allowances should fall to a maximum of 250 euros per child. The new child allowance can be applied for simply and digitally according to the concept. The services should be life-saving. In order to calculate the amount of child benefit in the future, a commission will be set up.

Kitas, school, local transport

The second pillar of the concept aims to provide education and participation for children. For this purpose, from the new child benefit 30 euros a month to a participation account in the form of a children's map flow. You should be able to use this for paid services such as sports clubs, swimming pools or music schools.

The SPD also wants to enforce the nationwide contribution-free day care from the first birthday, free all-day offers for primary school students from eight to 16 clock, all-day offers for all students and free travel by bus and train in local transport for all children. The children's menu should be connected to an app that provides an overview of cultural and leisure activities.

The total package should cost according to Dreyer eleven billion euros. "There must be money for that, there will be money for that," she said.

Today, the child benefit is 204 euros for the first child. Families with low incomes, but above Hartz IV level will receive a maximum of 185 euros surcharge. The Hartz IV rate is currently € 245 for small children, € 302 for children over the age of six and € 322 for teens from 14 to 17 years. Child benefit is credited to Hartz IV. The participation package includes 150 Euro for school starters. High-income families are now relieved of tax-free allowances for children up to € 300.
