According to RBC with reference to the draft amendments to the law “On Credit Histories”, prepared by the Ministry of Justice together with the FSSP, such an initiative is designed to protect Russians from collector abuse.

According to the current legislation, bailiffs have the right to receive the title and main part of the credit report of Russians. They contain data on the citizen himself, the amount and type of debt, the timing of its repayment, payments made, as well as the availability of collateral.

Currently, borrowers, the Central Bank, investigators, notaries or courts can access closed reports from the credit bureaus. The bailiffs can now be included in this list.

The Justice Ministry believes that full access to credit histories will help bailiffs check if the rules for collecting debt were violated.

In September, the Kommersant newspaper reported that the Justice Ministry had developed a concept for a new law that would make pre-trial repayment of debt mandatory.
