Think it would reduce the stigma around abuse and that individuals would dare speak more openly about it and dare to seek help with the knowledge that they will not be punished for it. I also think that it would have made it easier for the police to work on investigating / preventing heavier crimes instead of spending time on those who have smaller quantities for their own use.
