In the Rostov region, the head of the regional department of the Federal Penitentiary Service (FSIN) Muslim Dakhkhaev and his deputies were detained. They are suspected of disclosing state secrets, law enforcement officers conduct searches in their office rooms. The corresponding information of the Moscow Says radio station was provided by Valery Maksimenko, deputy director of the department. On Wednesday morning, November 13, Dakhkhayev and his staff were interrogated by investigators.

“A criminal case will be instituted. While they are presented with the article “Disclosure of information constituting a secret”, but further, possibly, other articles related to corruption activities will appear. They all worked, apparently together, there was a well-coordinated team, ”said Maksimenko.

According to him, the prosecutor’s office was informed about the situation. He also believes that the investigating authorities had accumulated enough materials and grounds for the detention.

“Taking this opportunity, we can say one thing as a warning to all those serving in government structures: if, it seems, a small salary or you want to immediately and more, you need to take off your epaulettes and go to work in commercial structures,” added the deputy head of the FSIN, urging civil servants not to consider "their pocket and state one and the same."

Along with this, Maksimenko told TASS that the FSB and the FSIN’s own security department worked together on the operation against Dakhkhaev.

“Now investigative actions are being carried out, as a result of which a decision will be made both on detention, and on bringing charges, and on arrest,” he said.

We add that the article “Disclosure of state secrets” depending on the consequences of illegal actions provides for punishment in the form of arrest for a term of four to six months or imprisonment up to seven years with the deprivation of the right to occupy certain positions.

As follows from the data of the official website of the State Penitentiary Service of the Russian Federation for the Rostov Region, Dakhkhayev’s deputies are colonel of the internal service Konstantin Senokosov, colonel of the internal service Andrei Lyubovin and lieutenant colonel of the internal service Mikhail Koroteev. However, there is no exact information whether they are suspected of committing a crime.

According to the curriculum vitae, Major General of the Internal Service Muslim Dakhkhaev was appointed by the decree of the President of Russia the head of the Main Directorate of the FSIN in the Rostov Region on July 5, 2018. Before that, for almost a year he was in the status of acting.

Dakhkhayev is a native of the village of Novokuli, Novolaksky District of the Republic of Dagestan. He began work in the internal affairs bodies in 1983, having risen to the deputy head of the Ministry of Internal Affairs of Dagestan. In 2005, he was appointed head of the republican administration of the FSIN. He has numerous departmental medals, as well as awards of the Ministry of Internal Affairs and the Ministry of Justice. He was awarded with registered firearms and the Order of Courage, a decree of the President of Russia dated October 25, 1999 for participating in the confrontation with the militants who invaded the Novolaksky District.

Note that the previous leadership of the regional FSIN was also convicted of criminal acts.

In 2017, a criminal case was initiated under part 6 of Art. 290 of the Criminal Code of the Russian Federation (“Acceptance of a bribe committed on an especially large scale”) in relation to the deputy head of the GUFSIN of Russia for the Rostov region Sergey Ralnikov. As part of the investigation, involvement in the crimes of his immediate superior, Sergei Smirnov, was established.

According to the investigation, Ralnikov, acting in a preliminary conspiracy with Smirnov, received in installments from four representatives of commercial organizations a bribe totaling more than 11 million rubles “for securing the conclusion on behalf of the FSIN of Russia for the Rostov Region and subordinate institutions of state contracts for the supply of goods for the needs the penal system, the unhindered acceptance of these goods and their timely payment, as well as ensuring the unhindered implementation of the production activities of one of commercial organizations on the territory of a penal colony subordinate to the GU FSIN of Russia in the Rostov Region. ”

In late October, the Investigative Committee of Russia announced the completion of the investigation of the criminal case against Ralnikov. The indictment was sent to the court for consideration on the merits. Note that Sergey Smirnov died on June 8, 2018, while under investigation.
