The New York Stock Exchange moved up slightly on the opening Tuesday, remaining on guard pending possible trade announcements of the US President in a speech to be delivered in mid-session.

Its leading index, the Dow Jones Industrial Average, advanced 0.06% at 1450 GMT, to 27.707.42 points.

The Nasdaq, with strong technological color, gained 0.25% to 8.485.30 points, and the expanded S & P 500 index was up 0.22% to 3.093.88 points.

Wall Street ended in a loose order on Monday, the Dow Jones (+ 0.04%) quietly rising to a new record in the wake of strong Boeing and Walgreens, while questions about the Sino-US trade negotiations had weighed on the Nasdaq (-0.13%) and the S & P 500 (-0.20%).

Tuesday, the tenant of the White House must speak at 17:00 GMT before the Economic Club of New York.

"Investors will listen carefully to any signal on the progress of negotiations and the conditions that the United States may have for the removal of tariffs," said Art Hogan of National Holdings.

On the eve of the deadline for the US administration to decide whether or not to raise tariffs on cars and auto parts from the European Union, Donald Trump could also provide guidance on the subject.

But he could also comment on US monetary policy or economic performance, said Patrick O'Hare Briefing.

"It is simply impossible to anticipate what could be said, so investors are in a wait-and-see attitude," he said.

Investors also remain behind waiting for hearings Wednesday and Thursday before parliamentary committees of the president of the US central bank, Jerome Powell.

"We should not have a lot of new information to move the markets since it is barely two weeks since Mr. Powell spoke after the decision of the Monetary Policy Committee to lower rates", said Hogan.

In the bond market, the 10-year US debt rate fell slightly to 1.933% from 1.942% the previous day.
