According to RBC, the project provides for the possibility of debtors reducing the frequency of calls up to once a day, twice a week, or eight times a month.

According to the initiative, the concepts of “automated intelligent agent” and “robot collector” can be introduced in Russia.

These will include tools for sending voice messages, as well as systems for generating speech and maintaining arbitrary scripts for conversations with debtors.

It is specified that the use by creditors or collectors of robotic collectors will be equated to direct interaction with a person whom borrowers are currently able to opt out of on weekdays from 22:00 to 08:00, and on weekends from 20:00 to 09 : 00 a.m.

According to the Chairman of the Financial Security Commission of the Chamber of Commerce Ivan Rykov, such measures will reduce the number of abuses by collectors.

Earlier it became known that the level of debt burden of the population of Russia as of October 1, 2019 increased to 10.6%, which is the highest figure since the summer of 2012.

It was also reported that the Bank of Russia ordered banks and microfinance organizations to calculate the debt burden indicator (PDN) of borrowers.

Chairman of the State Duma Committee on the Financial Market Anatoly Aksakov, in an interview with the FBA “Economics Today”, said that after taking measures that change the rules for issuing loans by banks and microfinance organizations, “unsecured lending will begin to gradually slow down”, and by 2020 its growth rate from the current indicators more than 20% will drop to the level of 12-15%.
