Colombian Defense Minister Guillermo Botero, Bogota, March 7, 2019. Juan BARRETO / AFP

In Colombia, Guillermo Botero, who was facing a barrage of criticism over his management of the Ministry of Defense for several days, announced his resignation. More broadly, it is the defense policy put in place by President Ivan Duque that is singled out.

The resignation of Guillermo Botero was an urgent matter for the government of Ivan Duque. In the midst of a scandal, since an opposition senator revealed the reality of a bombing that claimed the lives of eight minors, including a 12-year-old girl in early September, the government is accused of place the policy of false positives, that is to say assassinations of innocent civilians who are pretended to be guerrillas.

A policy that was put in place by former President Alvaro Uribe, as detailed by Roy Barreras, senator and member of the Social Party of National Unity, at the origin of these revelations: " Former President Uribe wanted to change the dynamic of peace for a return to war, which at the time of his mandate included false positives. This Minister of Defense respects this ideological line and that is why he is putting pressure on the military forces; he's cheating, he's lying. He even put in place a circular that had been denounced, to stimulate control of the army, stating that the promotions would be related to the number of deaths. "

The resignation of Guillermo Botero will certainly not put an end to the scandal. Because slippages accumulate on the side of the authorities with the resurgence of violence in the department of Cauca , where the authorities are also blamed for their inefficiency and the death of civilians. A situation denounced by many NGOs, but that President Ivan Duque does not seem to take to its proper measure.
