According to representatives of the PMC, media reports that Lotysh could have been specially placed in the so-called “press chamber”, where he was subjected to physical pressure from other prisoners, did not find confirmation during the audit.

“Lotysh was not arrested for economic reasons - he was suspected on several counts of Art. 126 of the Criminal Code of Russia in kidnapping as part of a group of persons using weapons and violence, ”the PMC explained.

As noted, earlier the businessman “was repeatedly convicted and was in the cell together with citizens who also had a criminal record”.

“A criminal case is being investigated on the fact of the murder of the Main Investigative Directorate of the Investigative Committee of Russia in the Moscow Region. As for the actions of the staff of the pre-trial detention center, they will be given an assessment during the official inspections, ”they added to the PMC.

According to human rights activists, one of Lotysh's cellmates confessed to beating a man while intoxicated.
