Fifa has threatened Cardiff a ban on recruitment if the Welsh club does not settle in Nantes within 45 days a first part of the transfer of Argentine player Emiliano Sala, who died in January, according to the details of a decision published Monday .

This ban on transfers, should it apply, would prevent Cardiff from recruiting for three successive mercatos, said Fifa.

The Welsh club, however, said it was going to appeal to the Court of Arbitration for Sport (CAS) Fifa's decision, made in late September, requiring him to pay a first installment of 6 17 million euros transfer . This appeal will then be suspensive and will dispense with paying this sum, pending a final decision by the CAS.

On September 30, Fifa agreed with FC Nantes by ordering Cardiff to honor the first payment of the transfer of the Argentine player who died on January 21 with the pilot of the plane who was transporting them to his new club.

The period of 45 days to make the payment runs from the moment Nantes has transmitted to Cardiff his bank details or when the Welsh club has received the expected decision.

According to a source familiar with the matter, the banking details of the Nantes club were transmitted "at the beginning of October", which would therefore postpone the expiry of the payment deadline in mid-November.

"The club in Nantes waits for everyone to respect its commitments, that the sums that are due to him are paid," the source said.

But this 45-day deadline to pay the sum will be suspended since Cardiff will appeal before the CAS, an appeal "systematically suspensive," said FIFA to AFP.

The recruitment ban will only apply to the Welsh club if the CAS confirms its obligation to pay the sum to Nantes and that Cardiff does not pay the sum in time. It will be lifted when Cardif has paid the sum.

Asked by AFP, a spokesman for Cardiff confirmed Monday that the club was going to appeal and he now had "until the end of November to present his arguments to the CAS".

According to this spokesman, "FIFA's decision and the resulting obligations - the payment within 45 days - have been suspended", pending the final decision of the CAS.
