If the care is given information about suspected abuses, they are obliged to investigate and report to the inspection for care and care, IVO, according to lex Maria. Police assistance should also be provided.

In 2017, Elin told those responsible in adult psychiatry that a mental health nurse at Child and Adolescent Psychiatry, BUP, must have exposed her to sexual abuse when she was admitted in 2013 and beyond.

In an internal investigation of the suspicions against the mental health nurse, which Mission Review has taken part in, it says that already in 2013 several employees reported to the unit manager at BUP about the relationship from the nurse towards Elin. No notification or investigation was then made.

The manager: There was no routine

After Elin told us in 2017, a unit head of adult psychiatry called the unit head at BUP - but no one acted now either.

"The important thing to remember here is that in 2017 we did not have a written routine for how to do when receiving such information," says Svante Nyberg, Head of Operations at Psychiatry South.

But shouldn't you know if you are a doctor or unit manager, section manager, how to do if you do not have a written routine? When you still have a patient who says "I've been raped by a mental health nurse".

- All patients can trust that if we become aware of the crimes they have been exposed to, then we will take care of it and we will help them.

What is the answer then to why you didn't, when this happened in 2017?

- I have to refer to the investigation that was done.

Police investigation is ongoing

Psychiatry in southern Stockholm has investigated how to handle Elin's case. It is stated that the care Elin received has had negative consequences for her. But there is no indication of why they did not report in 2017, after Elin reported that she had been subjected to sexual abuse at BUP.

Svante Nyberg refers to the investigation as to why the managers did nothing more than make a call to BUP.

Yes, but there is nothing about it, so now I ask you.

- I don't know what the unit manager says because I haven't asked the question. You ask no questions where no mistakes have been made, so there are no questions to ask about it.

It is only in connection with SVT and adult psychiatry examining Elin's care in 2019 that those responsible at BUP report the suspicions against the nurse to the police and IVO.

A police investigation is now underway. The suspected caretaker rejects the assignment review that he must have exposed Elin to abuse.

Psychiatry South has apologized to Elin for not receiving proper care.

The report "The betrayal of Elin" will be sent on Wednesday 30 October. You can watch it at 12pm on SVT Play or 8pm on SVT1.
