The National Assembly adopted on Tuesday at first reading the draft budget 2020 Social Security, third of the five years of Emmanuel Macron, by 339 votes against 188 and 23 abstentions.

Members of the LREM-MoDem majority supported, with the exception of four "walkers" and two MoDem deputies who abstained, while the other political groups overwhelmingly voted against, raising concerns about hospitals and judging the budget "not up to the height" of the crisis.

Stéphanie Rist (LREM) defended "a project of responsibility and promises", Nathalie Elimas (MoDem) saying that it is part of the desire for "more social justice".

If Paul Christophe (UDI-Agir) praised "positive intentions", pointing out that his group was shared, the other groups voted against almost unanimously, as the non-registered RN elected.

Jean-Pierre Door (LR) notably denounced a "bill massively rejected" by the sector with a "insufficient endowment" for the hospital to allow "a way out of crisis". He especially blasted a "rupture with the autonomy of the Social Security as it was built in 1945", with the non-compensation by the State of emergency measures in response to the crisis of "yellow vests" .

From this budget, "we will not finally remember the few good measures" as the compensated leave for caregivers, but "the unanimity he makes against him because of his shortcomings", judged Gisèle Biémouret (PS).

She denounced a request for savings "ever increasing public hospital", Pierre Dharreville (PCF), judging the sector not able to absorb a new shock, while Jean-Luc Mélenchon (LFI) noted that "France is flammable".

Philippe Vigier (Libertés et Territoires) also criticized a text which the government "recognizes by itself that it does not provide the expected answers".
