“We ask you to support the proposal to prepare a decree of the Russian government on the approval of the rules for granting subsidies from the federal budget ...”, the letter says, also signed by financial partners - Sberbank and VTB.

The funds saved by the budget during the bidding process for the selection of contractors for the implementation of federal projects are considered as a possible source of financing subsidies.

According to Rostelecom, “specific amounts and expectations were not indicated in the letter.”

The Yarovaya package obliges telecom operators to store data on the content of conversations and correspondence of users, which requires companies to purchase equipment.

So, for five years, MTS estimated the costs of the Yarovaya package at 50 billion rubles, Vimpelcom - 45 billion, Megafon - 40 billion.

As noted, the costs of operators may amount to 10-20% of the total costs of supporting and developing communication networks over the next five years, while companies need to make serious investments in piloting and deploying 5G networks.

Earlier, Deputy Minister of Digital Development, Telecommunications and Mass Media of Russia, Alexei Volin, said that the development of fifth-generation (5G) communications technology in the country should not be expected, as domestic mobile operators have not yet recaptured their costs for 3G and 4G.
