Before the Employment Service approves a subsidized employment, they send consultations to the trade union that the employee would be a member of. The trade union is given the opportunity to comment if they think the workplace is appropriate with the knowledge they have. But unions cannot access personal information and thus cannot contact the employee to inform about their rights and obligations.

Does not take into account the views of the trade union

Adnan Habibija also thinks that it is not always that the Employment Service takes into account the views of the unions. In some cases, it is a matter of the workplace not having a collective agreement, which the Employment Service is not allowed by law to say no to an employment.

The January agreement states: "Requirements must be made for an effective consultation between the Employment Service and the parties so that these workplace-based efforts improve the conditions for a permanent establishment in the labor market."

But Adnan Habibija is critical of the fact that it is not written how the system of consultations will change in practice.

LO also points out that there should be sanctions against companies that abuse the system.

- The employer may be liable for reimbursement in the worst case, but there is no deterrent effect. They can continue to employ with employment support and continue to abuse the system, ”says Adnan Habibija.
