A month ago, the Lubrizol plant in Rouen caught fire. More than 9,000 tonnes of mostly chemical products went up in smoke. A moral compensation agreement has been signed by Lubrizol, for which Prime Minister Édouard Philippe is guarantor this Friday, October 25, 2019.

Prime Minister Édouard Philippe came this Friday to meet business leaders, traders and farmers who had to overcome the consequences of the fire. And the issue of compensation has advanced a bit.

The meeting was held in the morning between the industrialist on one side, traders and farmers on the other. An agreement has been signed: all those who suffered damage after the factory fire will be compensated.

A moral agreement for the moment. No amount has been announced. But this is not essential for Édouard Philippe: " Lubrizol is committed and I think it is the most important that an amount on the fact that those who have suffered damage will be compensated. And so anyone who has suffered damage, farmers who have been able to establish for example, may emarge to this fund compensation. I think that's really the big guarantee. "

The Prime Minister came here to vouch for Lubrizol's promise. At the end of the meeting, the president of the downtown merchants said he was satisfied with this commitment even though he still does not know when and how much he is compensated?

In one month, Rouen shopkeepers have lost up to 30% of their turnover. Farmers in the region estimate they have lost between 5 and 6 million euros.

■ Where is the survey ?

Despite numerous technical reviews and hearings, the investigations have not yet determined the exact location of the start of the fire , said Thursday, October 24 the prosecutor of the Republic of Paris.

It is therefore impossible at this stage to say whether the fire took on the Lubrizol site or that of the neighboring company, Normandie Logistique, which also stocked Lubrizol products, while the two companies are sending the responsibility for the origin of the incident. .

Without making any connection with the start of the fire, however, the prosecutor reported that he had submitted to the investigation an inspection report from the Regional Directorate for the Environment, which noted several violations at Normandie Logistique: according to the prosecutor, the verbal refers to eight contraventions of 5th class of which it does not specify the nature.

But also a " misdemeanor offense of classified installation, having caused serious damage to health, safety or substantially degraded flora, fauna, air quality of water or soil ". But for Normandie Logistique, these infringements, if they were proven, would have " absolutely nothing to do with the start of the fire ".

For its part, the CEO of Lubrizol, which says rely on two surveillance videos, said Tuesday, October 22 that the fire was declared outside his factory. It will therefore be necessary to wait again to know where the fire took and if it is of accidental or criminal origin.
