Commenting on the situation with the blocking of IP addresses that Telegram uses, Peskov noted that this became an incentive for the development of technological solutions and startups in this area.

“We have never in Russia so quickly developed information filtering and filter bypass technologies, as in the story with Telegram,” he added.

As Peskov noted, this is “a little unusual benefit,” but it is “certainly in this story.”

In May 2018, the head of Roskomnadzor Alexander Zharov announced that a number of officials continue to use Telegram, and this is their choice.

He noted that the court recognized the messenger as “prohibited on the territory” of Russia.

Then Zharov emphasized that Roskomnadzor would succeed in blocking Telegram.
