On October 21, Russian President Vladimir Putin signed a decree that dismissed the head of the HRC, Mikhail Fedotov, and in his place appointed Secretary of the Public Chamber Valery Fadeev.

The head of state included the journalist Kirill Vyshinsky in the HRC, and also expelled Yekaterina Shulman, Yevgeny Bobrov, Ilya Shablinsky and Pavel Chikov from him.
