Mr. Takatori was born in Niigata Prefecture's former Nosei Town (currently Itoigawa City), graduated from the University of Tokyo, passed through the mayor of the former Nosei Town and prefectural councilors, etc., and was nominated from the former Niigata 4 ward in the Showa 44 House of Representatives election.
