Mr. Takatori was born in Niigata Prefecture's former Nosei Town (currently Itoigawa City), graduated from the University of Tokyo, passed through the mayor of the former Nosei Town and prefectural councilors, etc., and was nominated from the former Niigata 4 ward in the Showa 44 House of Representatives election. I won the first time and won 11 times in a row.

During this time, he first entered the Takeshita Cabinet as the Secretary of the General Affairs Agency, and served as the Director of the Economic Planning Agency of the Miyazawa Remodeling Cabinet.

Later, Mr. Takatori retired from politics without running for the 2003 House of Representatives election.

Takatori is the father of Senator Takatori, a member of the House of Representatives who serves as the first deputy secretary general of the Liberal Democratic Party.
