The background to the claim is about a unique legal dispute between a private preschool and the municipality of Värmdö, where the preschool is required of SEK 30,000 in fine for not accounting for the diaper cost.

The judgment has been appealed to the Supreme Administrative Court and if it gains legal power it can mean a major change for all the country's preschools.

According to the National Agency for Education, there are no rules as to what must be included in the maximum rate for the preschool fee. Today, there are several municipalities that offer diapers at preschool, but none of them are in Uppsala County.

Million amount for Uppsala Municipality

If the requirement goes through, about 4,000 preschool children will be affected in Uppsala, and for the municipality it would be a cost of seven million SEK per year.

What will it mean for Uppsala Municipality if the diapers become free at preschools?

- We will need to review our routines and plan how this could be financed, says Erik Ojala, Head of Department for Municipal Preschools in Uppsala Municipality.

Parents positive to the requirement

The parents that SVT has talked to hope that the requirement will go through.

- Diapers are quite expensive and it takes up a large part of our budget. So if it gets free it would be good, says parent David Benthe.

Another positive aspect for parents may be that they do not have to buy double diaper packages.

- If the requirement came into force, we parents would not have to pay twice as much diapers just because we had to bring half to the preschool, says Cecilia Nyström, another parent.
