Reindexation on the one hand of the pensions on the inflation, compensation of the caregiver's leave, new mechanism of recovery of the alimentary pensions ... Here are the main measures of the budget project of the "Secu" for 2020, on the menu Tuesday at the Assembly.
Retirees and social benefits
Pensions of less than 2,000 euros (12 million pensioners, three quarters) will be reindexed on inflation, while the guaranteed minimum pension for a full career will be increased to 1,000 euros per month.
As last year, family allowances and pensions above 2,000 euros will only be adjusted up by 0.3%, well below inflation.
Compassionate caregiver leave
Creation of a three-month compensated holiday for carers supporting an elderly, ill or disabled relative, from 43 euros per day for a caregiver to 52 euros for a single person. An amount similar to that provided for leave for a sick child.
The measure will come into effect in October 2020 and will cost 100 million euros in a full year.
Ehpad
As foreseen by the roadmap presented in May 2018, recruitments will intensify in nursing homes, with 5,200 additional jobs in 2020.
A plan to support the renovation of these structures will be launched with a budget of 130 million euros next year.
Maternity
For women living more than 45 minutes from a maternity hospital, a package of transportation and hotel or hospital accommodation will be taken care of a few days before the end, so as to offer them a secure perinatal offer.
Some 60,000 women could be concerned for this measure of 10 million euros the first year and doomed to rise in load.
Certificates and sport
The obligation to provide a medical certificate when registering for a sports activity will be removed for minors.
This document will be replaced by a declaration on honor, filled out by the parents. Some six million medical consultations could thus be avoided.
Cancer
Creation of a care package, reimbursed by the Secu, for the accompaniment of patients after cancer. An envelope of 10 million euros is planned for the first year of implementation, health care facilities must compose the package according to the offers they want to offer.
Members proposed in committee that children should have a "transition" consultation within five years of the last episode of the disease.
Child support
Establishment from June 2020 of a "public service of payment of maintenance" to separated parents to avoid unpaid, the family allowance funds acting as intermediary.
This service, which could involve some 100,000 single-parent families by mid-2021, also aims to increase the rate of recourse to the "family support allowance" of 115.64 euros per month per child paid by the Caf to victims of bad payers.
The measure will cost more than 40 million euros in 2020, a sum that could reach 120 million per year from 2022, particularly to strengthen the workforce of CAF.
farmers
Creation of a compensation fund for victims of occupational diseases related to pesticides to better compensate farmers, but also children born ill due to exposure of their parents.
These expenditures (53 million by 2022) will be financed by a gradual increase in the tax on pesticide sales.
Shortage of drugs
To fight against drug shortages, more and more frequent, manufacturers will be subject to increased penalties, in case of failure to build a security stock and in case of lack of information to the National Security Agency of the drug (ANSM).
Emergency financing
MEPs voted in committee to change the way in which emergencies are financed, notably by allocating allocations according to the population in the territory concerned.
Medical use of Cannabis
An amendment of the rapporteur Olivier Véran (LREM) widely adopted in committee provides for an experiment for two years of the medical use of cannabis, to treat pain related for example to cancer or multiple sclerosis. It should involve about 3,000 patients in several hospitals.
Charcuterie and "premix" taxes
MEPs voted in committee on amendments to tax meat products containing nitrate additives (nitrite, nitrate and / or nitrite salt) and introduce a tax on premixes based on aromatised wine.
experiments
MEPs have planned in committee a three-year experiment to offer and pay for the HPV (human papillomavirus) vaccine to boys and girls in three test regions. HPV in particular causes cancer of the cervix of the uterus.
Another experiment should allow the participation of liberal dentists in centers regulating emergency medical calls (SAMU-Centers 15).
