The unlocking of the institutional relationship between the central government and the Generalitat , championed by the Socialist Executive since his arrival in La Moncloa 15 months ago, seems to be not paying off. The Executive has presented to the TC a positive conflict of competence because it understands that the Generalitat "exceeds its scope of action", "undermines the powers of the State" and violates the principle of constitutional loyalty in the exercise of these. He claims his suspension after the Generalitat, in August, was required by the Government to modify it and it was denied.
