“The Ukrainian Foreign Ministry is again trying to convince the world community of its commitment to the Minsk agreements, despite the obvious facts to the contrary. Statements that Kiev has adopted all the necessary acts for an amnesty have nothing to do with reality, ”RIA Novosti quoted her as saying.

She noted that back in 2014, the Verkhovna Rada adopted "a certain draft act on amnesty", but the chairman of the Ukrainian parliament did not eventually sign this document. Also, it was not agreed with representatives of the Donbass, as provided for by the Minsk agreements.

“Without observing this key requirement for a political settlement of the conflict, any unilateral actions or the adoption of acts in the Donbass constitute a violation of the Minsk agreements,” the minister emphasized.

According to Nikonorova, what is happening is reminiscent of the policy of the ex-president of Ukraine Petro Poroshenko to delay and imitate a peaceful settlement before the world community.

Earlier, Deputy Foreign Minister of Ukraine Vasily Bodnar announced the adoption by Kiev of all legislative acts “necessary for the implementation of amnesty within the framework of the legal framework in the context of the implementation of the Minsk agreements”.

In the self-proclaimed Lugansk People’s Republic, in response to this, they indicated that Kiev had not fulfilled any obligations under the amnesty, and Bodnar “openly lied”.
