The Diputación de Barcelona, ​​chaired by the PSC, will reject this Thursday the ruling of the Supreme against the drivers of 1-O and will be reaffirmed in "the self-determination" of Catalonia.

JxCat, a partner of the Socialists in the Government of the supramunicipal organization, has forced the holding of an extraordinary Plenary to oppose the ruling of the High Court, after allying itself to achieve this purpose with ERC, which is in opposition. The separatist forces account for more than a quarter of the deputies of the organization, which has forced the PSC to respond to its request and call the Plenary.

The only point on the agenda is the debate and vote on a motion to "respond to the Supreme Court ruling, request the amnesty of Catalan political prisoners and in defense of the right to self-determination."

The resolution designed by Junts per Catalunya and ERC also formalizes the "accession of the Diputación de Barcelona to all mobilizations of rejection of the Supreme Court ruling" and calls for mobilization.

The victory in the vote of the independence parties and, therefore, the approval of the motion is taken for granted. JxCat, ERC and Tot per Terrassa - which supports the Republicans - total 24 of the 26 seats in which the absolute majority is located in the Diputación de Barcelona. But it is plausible that they count on the help of the commons - who treasure five deputies - to overcome that threshold.

An eventual union of the constitutionalists - PSC, PP and Cs - would only allow reaching 22 deputies, which is why Citizens have already communicated that they will not even attend the Plenary. Predictably, the PP will vote against it and the PSC may not vote if it follows the same criteria it has used in municipalities that have voted similar motions. Legally, that would mean an abstention from the socialists.

The approval of this independence movement again commits the PSC, which accepted the support of Junts per Catalunya to preside over the Barcelona Provincial Council and manage its annual budget of 1,000 million euros.

The entity that directs the mayor of L'Hospitalet, Núria Marín , already approved at the end of September the restitution of the yellow ribbon on the facade of the Diputación, after in July the socialist decided to pick it up. JxCat joined forces with ERC and the commons to amend the decision of its Government partners.

The continuation of the television program presented by Marcela Topor , the wife of Carles Puigdemont, who last year received 6,000 euros from the supra-municipal entity last month, will also finance the Diputación de Barcelona.

After the municipal elections of May 26, the Socialists went on to govern 43 municipalities and the Diputación de Barcelona with the secessionists. In total, 44 institutions. The PSC reached 25 alliances with JxCat and 18 with ERC in different municipalities, being one of the most striking agreements signed in the Barcelona town of Sant Cugat, where, after 32 years governing CiU, the city passed into the hands of a tripartite formed by the socialists, ERC and the CUP.

These government agreements deepened the division of the independence forces, which reproached each other for having agreed with a party that supported the application of article 155 of the Constitution to respond to the unilateral declaration of independence approved in the Parliament in 2017.

ERC demanded that JxCat break its pact with the PSC in the Diputación, but the neoconvergents demanded in return that the party of Oriol Junqueras undid their alliances with the socialists in the city councils, something to which the republicans refused.
