A visit to Brazil by two members of the Aomori Prefectural Assembly is not necessary, and the Supreme Court decided to dismiss the prefecture's appeal in a trial in which a civil society appealed that it was illegal for the prefecture to spend public expenses. The ruling that ordered the governor to return more than 1.4 million yen was finalized.

Four years ago, two former members of the Aomori Prefectural Assembly, Kishiyama Kishiyama and Tatsuya Terada, accompanied the staff of Goshogawara City, visited Sao Paulo, Brazil, and participated in a carnival. “Citizen Ombudsperson” complained that “there is no need for inspection and it is illegal for the prefecture to spend public money.”

The Aomori District Court of the first instance said, “The survey report of the legislator was just changed by the staff of the prefectural assembly secretariat to the report of the staff of Goshogawara City, and the content is almost unchanged. We decided that the visit was illegal, considering that the inspection was not necessary, and ordered the governor to return the total amount of expenditure of 1.44 million yen to the two persons.

The Sendai High Court of the second trial also maintained the judgment of the first trial, and the prefecture side appealed.

In this regard, Mamoru Miura, President of the Second Supreme Court of the Supreme Court, decided to reject the appeal by the 17th, and the defeat of the prefecture was confirmed.
