The country's best school municipalities: Two municipalities in Kalmar County in the top 20

The Teachers' Union has since 2002 been ranked Sweden's best school municipality. Skånska Vellinge has been ranked a maximum of five years in a row, but this year the appointment goes to Torsby in northwestern Värmland.

The ranking is based on statistics based on, among other things, teacher density, the proportion of educated teachers and completed upper secondary education.

This year's ranking is not comparable to previous years. As of this year, the Teachers' Union has removed three criteria that apply to students' results, regardless of the students' family background. There are still study results, with this taken into account. The idea is that municipalities with a high proportion of well-ordered, highly educated families should not receive "free points" in the ranking.

- What is most striking in the student results is the parents' educational background. It is not a factor that a municipality can easily affect, and that is why we have chosen to clear the three criteria that are most affected by socio-economic factors. The school has a very important compensatory assignment, but it is obvious that different municipalities have different big challenges, says the Teachers' Association chair Johanna Jaara Åstrand.

Peter Jonsson, who is chairman of the Torsby Children's and Education Board, says that the first ranking reflects that the municipality has invested right.

- For example, we have a soap teacher system for a few years. Where there are needs, two teachers work in the same classroom, which has had a good effect. And perhaps most importantly - we have had no internal squabble. Everyone pulls in the same direction and it benefits the students, he says.

The Teachers' National Association also presents a list of the country's best school municipalities, the most recent being presented in May. There, Uppvidinge ended up in second place.
